Statement of Need
An Indonesian anti-narcotic agency reported that the challenge of drug trafficking and drug abuse is affecting the youth and subsequently putting the nation’s future at a loss end. The national narcotic agency 2011 reported that about 2 percent of Indonesian population about 4 million persons, used drugs and 22 percent of this population were university students or other schooling students. It also reported that in that year for every 100 students 4 were drugged abusers as shown in (‘Drug Abuse Jeopardizes…..”, 2011 and Pisani, 2006).). Youths resorted to drug use and abuse for reasons like peer influence, family role models, and some for fun or due to school related frustrations (Pisani, 2006). The report specified that the bhang, heroine and ecstasy were the frequently abused drugs, due to their easy accessibility, for instance, on the streets, on campus, and at the mall. This was a threat to Indonesia continuity as a nation since youth are the backbone of the country, and they have already been intoxicated leaving it for the old and children who are not capable of any developmental activities as shown in (Narendra, Basuki, Soeharjono & Ghozali, 1989). The report exposed the introduction of addictive substances in the cigarettes and young innocent and experimenting children as young as those in elementary schools have been targeted, which makes the problem worse. For instance a child introduced to the drug at the elementary level by the time they become senior youths, they are already dependents and stopping is always a problem.

Such youths will always drop out of schools or exhibit poor academic performance at whatever level of study as indicated in (Abdul & Bagshaw, 2015 and Raharto, & Noveria, 2005). The head of the anti-narcotic agency reported that despite the seizing various drugs like methamphetamine, marijuana, and ecstasy and arresting the culprits, the abuse of drugs was reported to increase rapidly. Some of the suspected drug dealers are students making the problem even worse since the drug traffickers are among the youths and children in the schools. Women are active drug dealers with some being arrested after methamphetamine was found stashed on the strings of their handbags, following an x-ray scan at the airport as indicated in (‘Drug Abuse Jeopardizes…..”, 2011). The women reportedly were Indian citizens from the city of Mumbai. This how the traffickers have become so sophisticated in their trafficking techniques and they come from outside and inside Indonesia. The urgency had an intention of establishing drug rehabilitation centers, to help youths recover from their addictions and for those who have not started to use them to be sensitized not to get involved since drugs render the users useless to the society (Nilan, 2008). The urgency has been recognized and honor for its dedicated effort to eradicate the drug problem especially in big towns like Jakarta. Currently, only less than 20,000 drug user can get the services of a rehabilitation center. Which necessitates the establishment of a rehabilitation center especially in one of the major universities to help curb the effect of the drug trafficking and use in the Indonesian society.
Project Description
A community-based drug abuse rehabilitation center, will be set at Jambi region and specifically in Jambi University. The center will be served by the slogan “Healthy youths for a healthy Indonesia.” The center will be focused on providing rehabilitation services to students from the university and the surrounding community. It will provide services such as guidance and counseling, detoxification for those with the drugs in their system already, rehabilitation for those who are recovering from the effects of drug use and abuse. The center’s programs will help to prevent relapsing for those who have been redeemed from the drug abuse problem. The center will target youths from families of low and middle-level income. The program for establishing the Centre aims at enlightening not only the youths about drug abuse but also the community to help the victims or those yet to start the use, to avoid the life-threatening behavior. The expected result is that more youths will stop the abuse of drugs and accommodate narcotics-free lifestyle.
The Centre will launch a program that will incorporate a staff of students, who will be trained for weeks training before they commence their volunteer ship. The training will encompass an education on the center’s values, a technique of communication with the youth, a method of guidance and counseling without making the client judged. The training will also give education about drug abuse and especially the symptoms and general side effects recognition at first presentation through systematic observation. The trainees will also be trained on communication skills for extracting information for different gender and various age groups. Once they are ready, they will be given a badge in scripted with the center logo and slogan for recognition. They will also be provided with the t-shirt, shirts, and caps especially when going to the field as another anti-narcotic campaign strategy. The university staffs will also be among the workforce of the Centre and will be trained separately and given a chance to contribute to the program. They will be given a week-long training although some of them will help in training, especially those with specialties like psychology, drug and substance abuse, communication skills, and behavior and behavior changes, process, and model. The other members of staff will come from the surrounding Jambi community who will help create a good rapport with the community for easy access and recognition by the local society in the advent of the rehabilitation center program. The Jambi community member will also be trained by on leadership skills with a slight enlighten about drug abuse. Once the three teams have been trained separately, they will be integrated into one big team, they will be introduced to each other and a spirit of the corporation will be established. The team will target about 30 staffs, which will help spearhead the center’s goals and objectives to realize the deliverables for the target beneficiaries. The center will help youths understand the importance of shunning the use and abuse of narcotics. They will be made to realize that they are the future of Indonesia and once they fail the future of Indonesia is at risk. The center will be stationed at Jambi University since it is the first target since it an institution for serving youths. The university is accessible and is a quick source of the center’s staff and training resource. The university already has a local center for addressing the narcotic issues among its population and strengthening and expanding what they offer could be an easy start for the program. The 12 months project will have possibilities of extension.
Project Details
Goals and objectives
Goal #1 – To reduce the levels of narcotic use in the regions close to Jambi University
Objective #1.1 by the end of the program at least 500 youths would have been counseled and followed on to see whether their behavior has been changed by the program.
Objective #1.2 the program 90 percent of those youths served by the program should have attained a drug-free lifestyle.
Objective #1.3 by the end of the program the narcotic use rate in Jambi community should have dropped by 30 percent from the target number of youths from the program are expected to be ambassadors of the program slogan as well.
Goal #2 – To effectively use the volunteering staff in communicating to youths and enhancing the anti-narcotic campaign.
Objective #2.1 More student staff will be recruited at the end of every semester will target of second-year students and above as volunteers.
Objective #2.2 the University students selected for volunteering after an application will undergo a four weeks training for the activities stated above.
Objective #2.3 the staff will start to after services immediately after the 4-week training with the first week as an assessment of the trained skills by the program launchers.
Participants
The project will utilize two groups of participants;
The first and the primary participants are the youths in Jambi community, who are victims, and the university student who are either into drugs, initiating drug use activities or have been introduced and possibly expose the culprits to the Indonesian anti-narcotic agency but later after establishing trust with youths, to help clean the medium of drugs to the youths after cleaning the youths. This group is represented in the first goal.
The second group is the volunteer category from the university faculty, the students and community leaders, who will promote the achievement of goals and objectives. This group is represented in the second goal.
Both groups are vital to the center’s program since learning and delivering the knowledge to the target beneficiaries is expected to take place, as the community in Jambi area is committed to fighting the use of drugs among its youths. The community is expected to support the program and own it which will promote goals and objects of the program.
Methods
The primary method that will help realize the projects goals and objectives involve the establishing of a drug abuse rehabilitation center. The center will be situated at Jambi University in Jambi region as a strategic position for easy access to target beneficiaries and workforce to cut the cost of implementing the project. The center will counsel youths, rehabilitate youths, conduct follow-ups for those who have been treated and rehabilitated from drug use, and enlighten the Jambi community to protect their young ones especially those in elementary schools before they are trapped in a drug problem. The program will flourish on the staff that has been acquired by the university faculty, the volunteering students especially second years and above, and community members especially leaders who will act as a link between the center’s activities and the community. The students in their long holidays will participate as full-time staff while those still in session will serve as part-time staff. For motivation, they will be offered a stipend of $ 100 daily, to cater for their transport and lunch as they commute. Some students will be trained to management level and will only be specialized for office works like documentation, filing, dissemination of daily program material, and other record keeping. The lecturers and community heads will be given a stipend of $150 and $100 respectively on a daily basis to enhance their motivation and support to the program; the pay will ensure they do not spend from their pocket to commute when handling the programs requirement. The program activities as stated above will require a collection of different kind of information that shall be recorded and used to make a decision at different levels. The program will also act as a secret agent in trying to establish the drug dealer, since freeing youths from the use of drugs and the source of drugs is not disrupted will be an endless cycle of modeling new drug users and rehabilitating them as another relapse. For this reason, the center will work in collaboration with Indonesian anti-narcotic agency. The center will supply the agency with intelligence that will be used to apprehend the suspects. This way the society will be drug-free since the source will be minimal and the drug users will be rehabilitated.
Staff/Administration
Apart from the students who will be volunteering full time, the program will hire four professionals from various field to handle the specific task as they train and mentor the whole rehabilitation center team of staff to become efficient in delivering the services. The professionals will be working full time, running activities both at the center and in the field. The four professional will include first program manager, program director, program coordinator, financial accountant, and one human resource manager. All the positions will be full time and will be occupied by one individual after a rigorous assessment of their qualification. The four official will come from any part of Indonesia since it will be open for any qualified member. But the rest of the staff should be residents of Jambi region since they are to serve the youths of Jambi community and knowing the culture of those the project serves very vital to ensure the products created are not rejected.
The program manager, will responsible for designing each day activities and laying timelines and projecting the expected outcomes and challenges in the implementation. He will be in charge of the design of programs running in and outside the center (Duncan, 1996). The manager will be responsible for the creation of other material like the poster and brochures to pass the specific message to the community. As the program manager may hire a graphic designer and do the graphics work for a short-term contract. Once they are done, the director will be given to direct o how they should be set to captivate the eyes, mind, and feelings of the target groups concerning the bad effects of drug abuse.
The program director, once the program manager has designed programs, the Director will allocate the duties to groups and individuals, the director will always be in the field to ensure that direction is followed. The director will give a general guidance on all daily activities.
The program coordinator, the coordinator, will be coordinating activities among the groups as allocated by the director. The coordinator will guide on a particular aspect of the program and its implementation. The coordinator will be ready to help the staff in the field and office personally, it could be via a phone call or face-to-face guidance.
The financial accountant will be responsible for all transactions including the salaries and the grants that the center will be having. The accountant will be compiling a monthly report and present to the governing body to approve and confirm before filing. The governing body shall include the owner of the center rehabilitation idea, two university professors who will be part of the team, and one community member. The university students will not have a slot in the governing body since they were temporal, especially when some were on long holidays or session they would find very little time to attend the meetings.
The human resource, he/she will be responsible for recruiting the new member to the team by conducting interviews and checking they’re credential, and help ascertain their commitment and seriousness to the Centers programs. The human resource will be responsible for making certificates for the outgoing staff after their contracts over to confirm their participation as a volunteer in a community-based activity.
Available resources
Building – The University of Jambi will give space and rooms for the Center to be stationed. The Centre will use tents during the day when in need of open air programs or during the day. The rooms will be used as offices, meeting rooms, and rooms for training various groups in their duties.
The staff will be acquired by the University among the students and relevant tutors whose profession and interest is inclined with goals and objectives of the Centre.
Funds, there would be a grant from the well-wisher and the support by the government and the world health organization, to help finance the activities.
NEEDED RESOURCES
The four hired professionals will be paid 100 percent of the salary. The part-time and full-time students, the university faculty members, and the community will be hired and paid $100,$ 150, and $100 respectively.
The premises to station the center will be provided by Jambi University.
