Chase used a dangerous precedent of giving wrong figures to create concern on the rising levels of heroin addicts. In the first case, it seems that the New York people already knew a lot about heroin and further explanation of the impacts of heroin in society was a waste of time. The proposed method of treatment was not going to be accepted by the bureaucratic government if it would yield a little result. Chase was experimenting on a methadone treatment on the people and was less callous on the effects of methadone on the addicts (Gueras, Dean and Charles, 88). Sometimes as a leader, you are expected to fight the pressures by using strategic deception because that’s what people like. Anyway, it is not deception but you are only telling them what they need to hear, and the results obtained are much more critical. The dangerous precedent was fruitful to some extent implying the outcome could be attached to the initial ideas by Chase.
Deontology
The method used in obtaining a result is required to be ethical. Ethical practices in public administration will need dwarfing lies and working on the practical facts. Chase was a leader who was working for the good of the people, and thus deception is unethical. In a universal environment, fraud is not likely to work especially where the anticipated outcome is not automatic. Some methods can cause harm to the people, and as a leader, you are held responsible for the consequences.

Even though deception worked for Chase, it does not imply that it will often work in all environments (Gueras, Dean and Charles, 89). To achieve an outcome, it is essential to apply ethical procedures that cannot result to regrets. The anticipated result should be one that is practical and can bring value to the people. Integrity is required in public administration and deception is an enemy of honesty that can only harm the people we lead.
