The scope of and response to civil disobedience
China is ranked in the lowest category in terms of reviewing the policing practices due to response of civil disobedience and development scope law enforcement unit. Firstly, economic development in China in the recent past has eroded policing strategies (Haberfeld, pp 51). As such, many police are challenged by the current system of enforcing the law. The new policing methods applied in China fail in addressing civil disobedience to the society which has economically prospered. Secondly, the policing practices are challenged by increased civil disobedience by implementing policing methods used in Western countries. Most of these procedures cannot fit in Chinese society since levels of civil disobedience differ from one country to another. Additionally, implementation of Western policing methods leads to violation of citizens’ rights through police operations (Haberfeld, pp 51). Criminal Procedure of Law needs to amends police law and regulations to enable the police system to have a better response to civil disobedience.
Organizational structures of police departments
The organization structure of the police department is not effective to monitor the movement of the Chinese population. The neighbourhood committee of this society is established in urban areas to prevent burglary or theft through informal patrols (Haberfeld, pp 20-22). Secondly, three types of police officers located in a station are not enough to handle police related obligations.

The allocation of duty to public security officers should not only consider areas with complicated security issues but also subareas with several communities. Thirdly, Chinese policy on mass-line helps in preventing crime in organizations of security and neighbourhood committees using public security police. The organizational structure of the public security police coordinates and directs activities of national government (Haberfeld, pp 18). As such, they are equally responsible for detecting and preventing foreign conspiracy, sabotage, and espionage. Therefore, the Chinese Police department is not well organized compared to other countries.
