Dear Uncle:
It is my sincere belief that this letter finds you and your family well. I am the eldest child of the late Dr. Karan A. Dixit who was my beloved father and mentor. Of course, my father does not require further mention for I am positive that he was your work colleague in Sri Lanka. He was affectionately referred to as “Mani” within the corridors of South Block, a place that I matured and saw every benefit and disadvantages of the government system.
Had my father been alive I could not have penned this letter. Sincerely, losing my dad seems to me as if I have lost half of my life. The reason for this letter is to seek your help in assisting my colleague; Ms. Naila Manal, to get her visa approved. This is a request which I have also asked through Director (Americas) as well as Director (FSO) to take up with the US Embassy in Tel Aviv. The background of this issue is that when Ms. Manal was interviewed at the US Consulate in Shamir, she was requested to give a document for her visa to be approved; however, she did not have this document. She requested the immigration officers that since it shall be tough for her to travel back to Shamir for passport approval (which is a far place from her home as well as a costly journey) if she can get her passport stamped and approved in Tel Aviv. The immigration officers at the US Embassy in Shamir agreed to her request. With this assurance, Ms. Manal journeyed back to her hometown of Shalom to collect the missing document, and after that, she traveled to US Embassy in Tel Aviv.

In Tel Aviv, she was informed that her passport should only be issued to her at the US Embassy in Shamir since the issuance process began in Shamir and should be concluded at that Embassy. Thus, she was shockingly informed that she had to journey back to Shamir. By any stretch of the imagination, this turn of events is upsetting. Therefore, I am personally requesting your assistance on Ms. Manal’s behalf and as the Foreign Secretary to talk to Ambassador Horen to appreciate her circumstance and approve her visa and dispatch her passport to her hometown of Shalom. That is all I am requesting our American counterpart through you. Your Director has corresponded with the US Consul General in Tel Aviv who had guaranteed to assist Ms. Manal. However, from that time I have not seen any assistance afforded to Ms. Manal. Therefore, with your position as the head of the Foreign Affairs system, it is my hope that this request is achievable.
Once more receive my warm regards together with Madame Leslie. Aabha and her husband have also passed their greetings.
