These laws require that every snowmobile in operation in the New York must have necessary exhaust systems and in proper working conditions. Additionally, every snowmobile is required to have at least one amber headlight as well as tail light all in a good state. Therefore all other lights that might be present are illegal.
In identifying the problem or issues arising from the operation of a snowmobile, there is a variety of concerns that arise from the operators and most of them pose a great challenge to New York City. To begin with, some operators of snowmobile drive at a very high speed that definitely poses a great threat to not only their lives but also the lives of other drivers. Additionally, operating a snowmobile during the night hours is not very safe especially to a dwelling, which a variety of drivers practice without taking concern of the speed and safety. There has been observed reckless handling of snowmobiles that highly endanger the lives of many people and most of all the operators themselves. Trespassing is another very serious issue when it comes to the dealings of the device, whereby an operator goes ahead to run it through other peoples’ properties. Some of the snowmobile operators fail to follow the right track and end up interfering with other people’s land and property. This causes them to stay away from the trail and results to accidents that injure both passengers and drivers. Another issue is that most of the accidents that result involving snowmobiles frequently go unreported and it becomes very difficult to stop them from re-occurring, due to the fact that the authority is unaware of such occurrences. The operation of the snowmobiles by unauthorized drivers is another very serious issue arising from the device, whereby unqualified operators indulge themselves in operation of the mobiles. This poses a dangerous threat to the authority and citizens because such actions can seriously cost the country by trying to finance the distorted sectors. Another problem is the issue of towing, whereby some of the operators of snowmobile fail to use rigid tow bars and end up causing the rider to swipe and results to serious injuries. This also arises from a failure to unload travelers before crossing on the other side of the road. In New York, it is quite often to trace a snowmobile operator driving in roadways which are very wrong and risky when it comes to the safety of the driver and other passengers. It is very true that some of the drivers of these devices fail to comply with the rules and regulations of the police officers and trail groomers, an act that leads to violation of the law. A variety of operators of the device drive under the influence of alcohol and end up causing trouble for other operators and passengers.
There is a variety of solutions to the issues that arise from the operation of snowmobiles that need to be applied so as to prevent accidents and dangerous occurrences from the action. To begin with, a law should be implemented restricting over speeding in driving of the device. The New York government and traffic operators should ensure that no snowmobile should be operated at a higher rate of over 55mph, especially on lands and public trails. Secondly, it should be illegal for the operation of the device within 100ft of a residence between midnight and dawn at speed higher than required to uphold forward motion. Night period speed should be greatly reduced, because when it is dark and in occasions of snowing in New York, visibility is drastically reduced. It is, therefore, necessary that drivers should learn the importance of slowing down to ensure safety. Additionally, a solution to reckless operation of snowmobiles should be implemented, such that careless drivers should be punished accordingly and denied access to the devices for a good period. A solution to the act of trespassing should also be implemented, such that it should be announced unlawful to trespass on other people’s private property, without acquiring permission from the owner. Riding off a designated trail should be illegal, and failure to comply with the rule should lead to the closure of the trails that are misused. There is a need for snowmobile clubs to carefully plan and mark out the trail system to ensure that there are safety and satisfaction for both the drivers and passengers. Drivers should be warned to always pay close attention to the signs that are on the trails as they are quite invisible when it is snowing. This will also ensure that the operators will not miss hazard markings and head signs. In New York, driving of snowmobiles is a very common activity that is practiced by a good number of people. It is, therefore, obvious that accidents occur frequently involving the drivers. Accident -reporting to the sheriff should be encouraged, and the authority should punish the accused accordingly so as to prevent carelessness in driving. It is very important to state that each snowmobile involved in an accident that is below $1000 threshold must be entitled to a stop and the operator must comply with the actions of the authority. It should be announced that failure to report such accidents is a serious criminal offense. It should be illegal to operate a snowmobile on a railroad that is busy or on other people’s property. Similarly, drivers of snowmobiles must use a firm tow bar to sled a tube at the back of the snowmobiles with a passenger to avoid injuries.
Subsequent actions must be taken so as to rectify the problems and issues arising from snowmobile operations in New York. First, it is important to implement safety rules and regulations that require the operators to follow strictly, failure to which a denial of access of the device should be allowed. Secondly, the authority must come up with a strategy that assures the snowmobile industries design the devices with a rigid tow bar to ensure safety measures for the driver and travelers. Another action that needs to be taken for successful operation is issuing of identity cards for the legalized drivers of snowmobiles so that the traffic can easily identify the illegal operators. Additionally, there is a need to make it a requirement for a qualified operator to be a member of one of the snowmobile clubs, so as to help them in getting fully trained for proper driving of the device. In New York, a variety of snowmobile clubs are available, and most of them offer discounts on the NYS registration to registered club members. It is therefore very crucial for the authority and drivers as well as passengers involved in the operation, to follow all the laws of the action to ensure an effective operation and a successful economy for New York.
