Ethical Principles
I would file a complaint with the Ethics committee. The reason for filing this complaint is because I would want to uphold the values of ethics. One of the ethical standards that I seek to defend in reporting this case is the issue of integrity. Integrity is consistently acting in a way that reflects your personal belief. In this case, I feel that the other member has not done something that is unethical and that they should take responsibility for the actions that they have chosen (Hartman et al., 110). Although reporting him might have a severe impact on my reputation since it might be seen as political witch-hunt I do not think that people should find any excuses for failing to uphold integrity. Therefore, I would go ahead and report him.
One of the facts here is that there is a black-and-white hard rule ethical violation. The other thing here is that the member that did this violation does not come from the same party with the complainant. The difference in party affiliation might often lead to issues of politics and political witch-hunt claim even in a typical investigation. The other fact is that there is a bill that should be fronted by the two individuals thus the compliant might interfere with this issue. This issue thus raises some severe ethical dilemma (Hartman et al., 112). In this case, the Member of the house is torn between focusing on the benefits of the bill to his constituents or takes a focus on the issue of ethics.

In this case, I think the best thing that the member should focus on is the need for an individual to uphold their integrity. Therefore, he should go ahead and report the member.
