Universal testing as the best practice to deal with the problem of HIV/AIDS is the most effective alternative that will lead to increased awareness and access to treatment. If all the patients aged between 13 and 64 are tested, there is a greater chance to curb the spread of HIV and limit AIDS by subjecting infected patients to early treatment. Universal testing will aid in the exploration of similar initiatives such as annual testing of individuals at higher risk such as drug users, people with multiple sex partners or people who have partners living with HIV. The majority of US population has not been tested, and a universal testing program will significantly boost the percentage of people who are aware of their HIV status. When people are tested early, they go an opportunity to start treatment earlier and thus manage the viral load in the bloodstream that will significantly control opportunistic or infectious diseases.
Effectiveness as an evaluation criterion will aid in determining how universal testing will be implemented across different healthcare institutions in Georgia and how this implementation will achieve increased testing and access to treatment of black gay MSM in Atlanta. Universal testing requires additional resources regarding testing kits, human resources and equipping of facilities to offer care to patients diagnosed with the disease. The cost criterion will determine how these additional resources will be streamlined and managed.

Georgia Department of Health will have a greater responsibility in meeting the financial burden occasioned by universal testing program. Political feasibility as an evaluation criterion is very important (Kraft & Furlong, 2018). Universal testing as a policy alternative requires the involvement of many stakeholders. These stakeholders include elected officials, State Department of Health, interest groups and the citizens among others. The policy alternative should seek to serve the interests of these groups in addition to garnering their support in dealing with HIV among black gay MSM in Atlanta. Administrative feasibility as a criterion will assess the capacity of Georgia Department of Health. The department is directly responsible for implementing the universal testing program within Georgia. The department must have administrative capabilities in terms of human resources and the necessary organizational structure to support smooth implementation of universal testing program.
