The explanatory approach is a technique that is used to enable individuals to understand a concept by either describing it or by simply illustrating. Explanatory approach explores in depth the research questions, and it does not provide conclusive and final solutions to the problems that are existing (Newcomer,Harty & Wholey 2015).. Emergency preparedness in UTRGV is mainly concerned with the daily process of eradicating disasters affecting individuals at the University of Texas Rio Grande Valley negatively. Explanatory approach is the best method for evaluating emergency preparedness at UTRGV due to the reasons discussed below.
Explanatory approach ensures the collection of existing data of the emergency preparedness at UTRGV. It ensures that the qualitative and quantitative data in place are synthesized as per the program goals set aside. Information sources, in this case, comprises of observing and assessment reports, agency records and investigation studies (Newcomer,Harty & Wholey 2015).. This emphasis based on decided program goals gives the staff at UTRVG the duration required to undertake reviews on emergency preparedness.
Explanatory approach allows for new data collection on the performance of emergency preparedness at UTRVG. Through the use of approved program goals as directors, explanatory approach enables the staff at UTRVG to asses for performance regarding those set objectives. The sources of data comprise of information from knowledgeable observers (Newcomer,Harty & Wholey 2015).

. The approach, therefore, aids in collecting information from recognized observers thus facilitating the emergency preparedness.
Explanatory approach helps clarify program evaluation criteria and program goals. The approach offers evaluation results that may be of use in the short run. It also helps in structuring more definite evaluations that further enlighten administrators and investors at UTRVG. This approach provides information that improves the level of disaster preparedness at UTRVG. This, therefore, helps in eradicating the disasters that are naturally of human-caused and of which affects individuals at UTRVG (Newcomer,Harty & Wholey 2015). Therefore, explanatory approach is the best method that can be used for evaluating emergency preparedness at UTRVG. This is more so proved by the fact that it promotes a foundation for emergency management.
