The senator wants to develop policies that require healthcare organizations receiving federal funds to implement recommendations on quality made by the Institute of Medicine. The policy will then pass through the legislative process to become a health bill. According to Tietelbaum and Wilensky (2007), healthcare policies and laws are fundamental in shaping the behaviors of organizations within the healthcare sector. The senator’s policy is intended to hold organizations are receiving federal funding accounts for the quality of services they deliver. The senator is exercising the duty bestowed by the people to formulate policies that safeguard the public interest.
A good policy should have a good description of the system that it is addressing. Further, when formulating the plan, extensive research should be carried out to determine all the stakeholders affected by the policy and the benefits of implementing. A policy should be fair and convincing to be backed by other legislators when being passed into law (Hall et al., 2018). After formulating policy, it is taken to parliament where it is either rejected or passed into law. This process is also procedural, and research should also be carried out in this stage to identify the people who will be responsible for the implementation of the policy if it is passed in parliament. There should be extensive research during the lawmaking process to determine stakeholders affected and the implementation process.
