On October 18, 2019, a massive social protest began in multiple cities throughout Chile, which lasted more than 3 months. This time the slogan is "are not 30 pesos, it’s 30 years" and what is required is a more just and equitable society that guarantees basic social rights, such as health, education and dignified old -age pensions.
The question that arises is, what do they mean with 30 years? The key point in all this is that governments, from Patricio Aylwin (1990 to 1994) to Sebastián Piñera (2017 to date), have privatized education, health, natural and drinkable water, forecast, transportation, transportation,, communications, roads, fishing, walks and salmon. In addition, they allowed enormous illegal understandings between large companies (collusions), millionaires embezzlement and tax evasions. Therefore, they are years of systematic abuse by the most wealthy population in the country and the political class, which generated a deep feeling of injustice and rage in a Chile that until that unforgettable October 18 was asleep.
It all started in Santiago, when a new increase in the subway passage was announced (public transport that moves more than 2.5 million people daily). In other words, this was the spark that ignited everything and that gave way to a new movement, self-revoving by students, who have been demonstrating more social commitment and political discontent than any other sector of society. This movement called a massive evasion in paying the passage of said transportation.
Wait! Human Rights Abuse In Social Building paper is just an example!
Undoubted.
Unfortunately, what could be a great opportunity for change for an entire country, both in its citizenship and in its rulers, its policies and its economy; He was tarnished by a strong repression from police and military institutions.
The early morning of October 19, following the violent demonstrations that had occurred during the previous day, the President of the Republic, Sebastián Piñera, without paying attention to the petition or worrying about the rights of people, decrees a state of constitutional exception ofEmergency for the Metropolitan Region, with the purpose of ensuring public order. Situation that over the days extended to the whole country.
The address of the INDH in its final report of the year 2019 declared that:
The State must guarantee the exercise of human rights also in the states of constitutional exception and tend to the fact that these states last only while the causes that have justified their dictation are present, in order to restore the full validity of those rights that the Constitution itselfadmits limit temporarily. Subsequently, in the main cities of Chile they had declared curfew and the military walked through the streets with tanks and war armaments. It seemed incredible what was happening, as if taken from an action movie. Many people felt panic when they remembered the brutal episodes lived in dictatorship. Fear and injustice became more present than ever in the Chilean people.
This is how many serious events of violence began to occur, including police and protesters, facts that until today leave an indelible mark for those affected, their families and in general for all who had the opportunity to witness this historical moment inthe country.
The authorities’ mandate was clear, public order is required as it gives. Therefore, in each march the police officers were authorized to use all the deterrent methods that the institution has, such as rubber balines, launched cars, tear pumps, spear truck-go and their war armamentIn the case of the military. Unfortunately, protocols were never taken into account when using these resources, leaving many people with serious injuries.
To be a little more precise data delivered by the MD fact that until November 30 there were several deceased, thousands of injured, many people arrested and numerous people with eye damage, some more serious than others as the well -known case of the young student ofPsychology, Gustavo Gatica who losing both eyes a day of protest in Plaza Italia (Santiago), at the hands of officials from Ffee de Carabineros, became a symbol of violence that lived those days those days. In other words, what was happening were systematic human rights violations, which were constantly denounced by the National Human Rights Institute. Another serious fact of registered violence was towards an Observer official of the MDG who is injured after receiving 7 pellets, this was qualified as intolerable, so the director of said institution declares, they are present with all the hardness of the law in the looting,But respect the manifestations that are made peacefully.
The importance of the complaint was also highlighted by the INDH during these weeks. On November 3, its director pointed out that “the more the truth is known and justice is applied, the less possibility there is so that this will be repeated. Human rights talk about truth, justice, reparation and memory as a basis for guarantees of non -repetition ”. And he claimed the value of the institute “for the truth, for justice, for reparation, for memory and for the guarantee of non -repetition. We will not lower our arms because this is the only way for these facts not to happen again in Chile ”.
On the other hand, the president did not give lights that he was listening to the town’s roar or presented an action plan against the demands. On the contrary, he went on television by declaring the war to the protesters and supporting the work of Carabineros and Military.
This fact was harshly criticized by various political sectors and also by INDH officials, who clarified in the media that no one was at war and that it was appropriate to change the speech in order to generate an environment of peace and justice in the country.
Without a doubt, social manifestations are a legitimate way of protest that citizens have to express their discontent, but these in turn have a positive and a negative side, because for discontent and social anger, social anger occurs,In addition to the feeling of not being heard and ignored by the authorities, they must be a limit point, where violence exceeds reason, literally creating a battlefield in various parts of the country. However, this does not justify in any way the acts of violence and violation of human rights lived those days those days.
They have removed everything, even hope of having a decent life, despite that it will continue to fight in the streets of Chile and you still have the illusion of a better living.
This life system is slowly and cruelly getting sick and to be sincere, I feel lucky to be able to live this moment of great change and be an active part in it.
