The problem getting forecasted is the emergency management of critical human disasters like terrorist attacks that require changes in organisations and emergency management. And floods, such as of Hurricane Katrina (Haddow et al., 1). Also, there is the issue of war that comes with significant disaster with an example of nuclear war (Haddow et al., 3).Question b
Having a response and recovery function, that has a growing availability of the nonprofit institutions offering support to specific constituencies that have grown duty in response to disasters. It has not materialised to date. The second issue is the provision of financial aid and investments by the federal government to be in a better position to manage disasters (Haddow et al., 2). The use of legislation to give authority to engineers to put up flood control projects that have seen long lasting emergency management. A human being is in a position to manage nature and remove floods although it is an expensive measure and shortsighted (Haddow et al., 3). There can be the use of bomb shelters to safeguard families of the nuclear attacks (Haddow et al., 3).

The effects of the government on this point are regarding all levels of the government. They had tried to offer leadership to manage the disaster. They are however not doing an excellent job since they failed to plan that could be a resort to the management of the catastrophes and showed failed capacities. Failing to mobilise sufficient resources to protect the public and victims (Haddow et al., 19)

The impact of Hurricane was not initially what got forecast because it has left many people without homes, has shown how the communities and levels of US government lack cooperation and has had severe damages being experienced (Independent N.pag).
