Introduction

Within the Ecuadorian Constitution, specifically in Chapter VII – Regime of Good Living, currently called “National Development Plan 2017 – 2021”, there are articles that will help research to corroborate the regulations and laws established by the State and the Rightsand obligations that all the people who are part of the institution have (Constitution of the Republic of Ecuador). This refusal will be sanctioned in accordance with the law ".

An emergency is a situation that may suddenly occur requiring urgent care, in which they can be caused by different factors, therefore, before an emergency raised in the institution, affecting both work personnel and students, occupational doctors of the occupational doctorsHealth Center of the Institution are obliged to address the emergency immediately, observing the conditions of the person, controlling the situation and informing what has aroused to perform and apply preventive measures according to the emergency originated.

“The State will protect people, communities and nature against the negative effects of disasters of natural or anthropic origin through prevention against risk, disaster mitigation, recovery and improvement of social, economic and environmental conditions, with the aim of minimizing the condition of vulnerability. The National Decentralized Risk Management System is composed of the Risk Management Units of all public and private institutions in the local, regional and national fields ”. The State has the obligation to protect citizens from a natural or anthropic disaster.

Through preventive measures, continuously inspecting public and private institutions to visualize how they act before an adverse event. All institutions must have trained personnel in all emergency issues, participating in the talks provided by relief agencies (Red Cross, Firefighters, Risk, First Aid, ECU – 911), making the university community identify the existing risksto their respective areas of action;Inform about them, and incorporate preventive actions. Therefore, theoretical training must be carried out.
