Memo to the President of the United States

The population of immigrants in America has increased substantially making it the state with the largest number of illegal immigrants. For a long time, these people have continued to provide cheap labor to the industrial and other business sectors. Many have established a home away from their sovereign countries and are more than willing to solidify their stay in the US. However, there are many challenges associated with these immigrants and in particular with the growing fight against terrorism. With your assumption of office, the least you could do is to address the issue of immigration.
The General Law of Population specifies particular immigrant categories, conditions, and requirements that the foreigners must comply with so as to be permitted or admitted in Mexico. The articles 32 of the law gives the Mexican’s Interior Department the ability to concisely, but depending on the current demographic statistics, determine the number of immigrants who can be absorbed into the country. These may be through a legal permit or zone of residence or activities. The country has exclusive rights to only do this if the methods that it applies are relevant that of the immigration of outsiders and upon assessing their capacities to further the national progress (Waller 2). Already, the law has been in operation but not efficient. There have been undocumented immigrants although the current government allowed many to be registered and some others to be deported. There is only a few remaining who cannot be a threat to the country.

Maintaining that they too are deported will only attract fights against your office.
Mexico requires the federal government support to fight crime just like the other parts of America. Isolating it through a wall will not prevent the crime from spreading to the US. In the first one year of your tenure, you should start an initiative to put to rest the enmity between Mexico and the rest of America. This would start by enforcing the General Law of Population as stipulated. The article 34 of the Mexican immigration law indicates that the government may determine whoever enters the country regarding the activities they have mentioned and where they reside (Waller 3). However, the federal government should step in and help monitor the movements of all the immigrants especially after they have settled in the country to prevent them from migrating into other areas. As long as the movements are contained, crime will remain low in the country and hence in the entire America.
Another proactive method to prevent unlawful immigration would be to make digital screening a mandatory exercise in all immigration departments, long distant travel stations, and leeways across the borders. One way to accomplish this is by securing all the borders into and out of Mexico but not through solid walls. It can easily be achieved by establishing a complete digital security system along the border, from the origin to the transit, and at all marked boundary points. This is, in particular, the Southern border. Anyone wishing to cross should be required to produce valid identification documents without which they should be denied entry.
A bold initiative is to close down all the loopholes for immigration into the country. Sturdy border examination efforts should follow this. Further, you should consider authenticating identification through intelligent reforms and re-enacting the terrorism prevention act of 2004 (“The Intelligence Reform And Terrorism Prevention Act Of 2004” 7). New registration would help apprehend all those living in the country illegally. This can never be effective if the section 287 of the Immigration and national act is not integrated. It requires that the homeland security is encouraged to have a closer link with the local government law enforcers so that they can play more assistant roles and act cooperatively. The homeland security will aid implement the federal policies on immigration, terrorism, and insurgency while the local authorities would help implement the country’s policies under the governance of federal laws (Carafano and McNeill 5).
Given that Mexico is formed by a multicultural society consisting of members of the majority and other minority groups from all over America, building a wall to separate it from the rest of US will only cause the people to rise against the government. Of late, the US as is Mexico has maintained strict guidelines for migration from Mexico to other parts of the state. Strengthening these policies is the best method towards a cohesive and safer Mexico and the US as a whole.
In the current government, they had introduced the policy of streamlining and modernizing the immigration visa system, and the DACA (Deferred Action for Parental Accountability). The system, however, is too complex and confusing to travelers and business people. It has resulted to time wastage that adversely impacts on families and businesses or tourist trips. Changing it to a simpler, direct and less tedious would help curb the issue of time wastage and illegal immigration through the back door while streamlining the country’s security (“Deferred Action For Parental Accountability (DAPA) – Immigration Facts” 3). You should also seek to consult with the private and non-federal public sectors including experts on the immigration laws so that the state could be advised on the most efficient way to incorporate administrative policies while meeting every traveler’s expectations.
There is also a disparity in the state relating to the issue of language. There is a mixture of languages that makes the federal law enforcers have a hard time enacting laws in various states. It is worth to consider adopting and enforcing English as the national language to make the communication among the natives and outsiders easier. This will go a far way to eliminate the raw between different races, create a superficial understanding of liberty and freedom as well as produce a national cohesion, (Henderson 103). There have been conflicts when laws such as the immigration laws are introduced into the state, and people must get an interpreter so as to understand it.
Finally, as a means to establish a future relationship with Mexico, the government should seek to support the economic developments and opportunities in both Mexico and Central America. The majority of Immigrants move from the two to other parts of the state in search of employment opportunities. By helping them start their businesses, accumulate wealth and grow the country’s economy, they will learn to be self-dependent and self-sufficient. With time the issue of immigration will be solved and hence the security. Mexico and the rest of America should be allies given that they mutually depend on each other. Although the state is facing an imminent threat from Mexico, it should be a reason to isolate it.
