Policy monitoring is identified as the procedure by which the pertinent stakeholders execute through following and assessing policies with regards to approval, development, enacting, and implementation as intended. Policy evaluation is the intention and systematic appraisal based on a completed or an on-going project, design, strategy or programme, execution, and results. The goal of evaluation is a determination of the fulfillment and significance of the objectives, effectiveness, progress efficiency, sustainability, and impact.
Similarly, both policies ensure effectiveness in associations by ensuring there is better than harm (Caroline et al. 296). The policies’ efficiencies assist in the utilization of the public utilities for utmost output. Both policies service orientation, accountability, trust, and democracy help in meeting individual’s expectations, transparency, restoring of trust in public services and enhancing the democratic progression respectively.
However, timing in policy monitoring is incessant all through the project while policy evaluation makes reviewing at a specific point in the cycle of the project or change of phase (Caroline et al. 296). The scope of policy monitoring involves outputs, day to day activities, changes, and indicators of progress while policy evaluation determines the large delivery of the progress and outputs towards goals and objectives. Besides, the policy monitoring main participants include project users and staff while policy evaluation includes facilitators, scheme staff, external evaluators, and donors.
