The justice administration is increasingly emphasising on the cost-effective programs which are evidenced to attain desired results. Ideally, the justice administration seeks to adopt policymaking that is evidence-based and one that depends on severe program analysis. The evidence-based approach informs the management and policy decisions which among the strategies that have gained support in justice administration that strive to develop successful programs (Dube & An, 2017). Laws that uphold programs that are evidence-based are among the various techniques that help to institutionalise the practices over long-term. On the other hand, the implementation of ineffective programs harms the entire system of justice administration as a whole.
Several reasons justify the harm of the justice administration as a whole through the implementation of ineffective programs. For instance, the existing policies within federal, state, and local levels are likely to conflict the evidence-based programs and practices especially as ineffective programs are implemented (Gleicher, 2017). Therefore, there is a need for the justice administration to recognise the new policies required to support the evidence-based programs while ceasing conflicting or ineffective policies in such a way that it can align practice and policy.
It is important for the justice administration to identify the effective criminal justice programs.

The identification of effective criminal justice programs is important because it enables the justice administration as a whole to highlight the drivers of operational and organisational change, explore the benefit of effective implementation, and even define most of the evidence-based programs that could not harm the whole justice administration system (Gleicher, 2017). In essence, effective identification of the criminal justice programs is unlimited to the organisational ability that effectively sustains and implements the goals of the evidence-based programs.
