Per your request, I have outlined some reasons why I believe tag along is a new sport (or game) more likely to attract participants and media coverage in the near future according to criteria and definition outlined by Coakley (2017). I have included pre-cursors as well as a brief timeline in my response below.

What needs to happen first / Pre-Cursors
The rules and regulations of the game need to be taught and critical aspects discussed with the sports regulatory board. Additionally, clear and precise schematics should be crafted as they describe the play area and physical requirements. Furthermore, the sensitization of the expected players and referees on how to conduct themselves during the game. The awareness will include the description of gear, basic rules, and any other relevant information.
Brief Timeline
The sensitization and teaching of the new game can take up to one year. The timeline is subject to revision in cases where all the elements of the game are running smoothly.
Game versus Sport
A game in most instances may not require the physical prowess that is experienced in sports. Games are played in the cases where the opponents are highly competitive in social occasions. Sports, on the other hand, are events that bring together competitors beyond the social interaction. They require physical prowess that may take years to establish.

According to the interactionist theory, the building of the arena will mean that the local society will interact, not only with themselves but also with other people from other neighborhoods. The interaction can be used a common ground to develop fruitful ideas that involve not only the sport but also other factors such as economic empowerment. The local communities can also monetize the arena to ensure that they financially benefit each time the stadium is used. Through this approach, the city can develop as each benefit.
Recommendation 2
The arena will also provide equal opportunities for all people irrespective of their gender or social class. The stadium will be used as the pride of the community as nobody shall be barred from the use of the field. The arena will be a beacon of equality for all the community members. Everyone shall be allowed to participate without any form of discrimination. The financial benefits shall also be distributed without any prejudice of race, gender or social class. Additionally, the sports organized in the arena shall involve all members.
Recommendation 3
The arena shall perform its fundamental duty as a progressive element of the society. It shall be used to empower social structures through sports. The community shall also benefit as a unison group through the various positive impacts of the arena. The arena will be used a location for the manifestation of latent functions and community development. Thus, the construction of the stadium is beyond a singular person but more of a benefit to the community as a whole.

The memorandum is subject to the newly formed sports program. The memo seeks to identify the pros and cons of the program for the students. The sports programs aim to engage the students in a pleasure and participation form of interactions.
Pros
Engaging the students in the form of pleasure participation sports will ensure that they do not feel coerced while participating. The students thus will seek pleasure whenever they are participating in the program. Finding fun will ensure that they are punctual to practice, energized and motivated to engage curricular activities, pleasure participation will also mean that the students thoroughly participate through ideas on how the program can be improved. The program will ensure a wholesome approach to sports. Therefore, it will be both fruitful and physically rewarding.
Cons
Some of the students may not feel the pleasure of participating. Such students may have a difficult time adjusting to the routine of the game. In some cases, these students may be highly talented but may lack the pleasure of participating in the sports. Forcing the participation of such students will cause as pleasureless participation.

In order to be an effective sport manager as well as ensure compliance with the law, you need to understand gender issues, their impact on people who participate in sports, and ways of accommodating gender issues that do not lead to discrimination accusations.

What do you expect to find at your university?
I would expect all diversity to be represented. However, gender disparity is assumed in cases where there are gender biases in some sports that may be thought to be more approachable to a given gender. On the other hand, racial disparity is also expected in some of the games that are more prone to a given race.
Do you think your school could meet the legal definition of equity as spelled out in connection with Title IX? Think of the three (3) Title IX tests.
Test 1: check whether there is equal participation for both male and female. The analysis will include the ratio of men and women in various sports. It will also include whether the history of the school has continued to support the participation of any underrepresented gender while it efficiently accommodates all the abilities and interests of both the majority and minority genders.
Test 2: it will identify whether there is the adequate financing of all sports.
Test 3: this will involve checking whether the university is compliant in including all sporting opportunities and requirements such as providing equipment, locker rooms and selected time for practice.
How would the school meet the definition or fail to achieve it?
The school will meet the definition if it incorporates all the title IX elements described above. The school is required to meet all the requirements to ensure it is legally participatory of title IX
What could you do change the situation and (1) ensure that your school complies with the law as well as (2) encourage greater movement toward gender equity?
I would champion for more participation of the underrepresented gender groups in sports. Additionally, I would influence their involvement by encouraging harassment-free and equal opportunities for all genders. Furthermore, I would ensure that the underrepresented gender is more represented by providing that all the relevant financing, equipment, and practice is available.
