Question One
Volunteers and friends are some of the critical stakeholders that may contribute to the growth and success of human service programs. Considering the case study, I would first welcome the move of electing officers then proceed to stakeholder engagement. It would involve a wide consultation with various stakeholders to obtain adequate information to ensure there is adherence to legal, ethical and professional aspects. The stakeholder engagement would lead to the formation of a steering committee that will ensure coordination of efforts and collaborative and comprehensive approach in the implementation process. Stakeholder engagement will minimize the chances of the group operating outside the policies and regulations of the program. It will also help to make informed decisions about priorities that need to be addressed first. Working with the stakeholders might identify strategic issues that emerge from the environmental scan then prioritize them based on importance and feasibility. It works well in reducing unpleasant surprises along the journey. Therefore, I would ensure that the new group is well acquainted with the election regulations as well as the internal operations.
Question Two
Apart from stakeholder engagement, there are other priorities that I would put forward in the implementation of the “Friends of the Program” interest group. One of such priorities includes environmental scan. It involves an in-depth situational analysis which helps in assessing the present states or conditions to provide directions for the main focus of the strategic plans (GIBB, 2012).

The environmental conditions that we need to consider here include economic, political demographic, regulatory. In line with that, I would also prioritize the conducting of SWOT analysis to serves as a guide for conducting an environmental scan which is vital for the implementation of this program. The other priority would be defining direction. The information obtained in the situational analysis would be vital in reshaping the new program and define the direction for success. I would also emphasize on development managerial of competencies and articulation of work competencies to ensure high levels of service delivery.
Question Three
In the action plan, I would come up with a strategic plan in collaboration with members of this group, including the City Council person, the state legislator and the vice president of the local Junior League among other members. The strategic plan would highlight various objectives. Some of the objectives may include:
To increase the access of effective “substance abuse prevention, early identification, treatment and recovery management that is of high quality” and person-centered.
Promote a diverse and competent workforce that specializes in in the prevention, treatment, promotion of mental health and recovery from substance abuse disorders.
The following are list of activities of what should be done in order of priority.
Conduct the election of officers
Recruit the relevant volunteers in various departments and plan for wider use of volunteers
Develop the capacity of the new administrative team with the existing resources
Have the program up and running
Focus on relationship building to support the community integration further. Community involvement is always vital for any human resource agency.
Implement Full fundraising initiatives to provide financial support for the resource center.
Carry out an evaluation to identify the successes and obstacles met during the year.
The coming on board of the “Friends of the Program” interest group should be treated as an opportunity to grow and expand the program. If implemented correctly, it may lead to greater success as far as service delivery is concerned.
