A decision by the Mumbai government to sell the land and move the Dharavians to places on the far edge of the city, and provide low-cost housing for them will be fair and sustainable to the extent that it will provide better living conditions and affordable housing to the inhabitants of Dharavi. Currently, approximately one million people are crammed into the square mile area which exposes them to all the challenges of overpopulation such as increased health hazards like open dumping sites (Kaufmann 3). Additionally, the proceeds from the sale of this land will be used to acquire low-cost housing for the inhabitants in the new location thereby addressing a significant cause of shanties and slums- unaffordable housing cos (Kaufmann 4). Thus, a decision by the Mumbai government to sell the land and move the Dharavians to places on the far edge of the city, and provide low-cost housing for them will be fair and sustainable since it will provide better living conditions and affordable housing.
However, the sustainability and fairness of a decision to sell the land and move the present inhabitants of Dharavi are limited to the extent that this action will move the inhabitants away from their current social networks and cause the loss of employment. The nearly one million people that live in this area live as family units and if they are moved to a different location their social networks will have been disrupted which is not fair.

Additionally, the action will not be sustainable since it will render individuals unemployed by shutting down the open businesses that employ the majority of them. Thus, the effect will be unfair and lasting to the extent that it will move the inhabitants away from their current social networks and cause the loss of employment.
Refurbishing the Existing Area
Renewing the existing area will be fair and sustainable to the extent that development will be achieved without loss of social networks or employment. With this action, the development of the area will be undertaken without the need to relocate the present inhabitants; therefore, there will be no loss of social ties as families will remain living in the same region where they have lived all along except that the conditions will be better. Additionally, it will entail no loss of employment as people can continue working in the various informal sources of employment on which they have relied. Thus, the move will be fair and sustainable since it will lead to development without the loss of social ties or job.
The move to refurbish the existing area is however unfair and unsustainable to the extent that it will create an entirely different neighborhood where the people’s economic networks cannot thrive. Refurbishing the existing area will entail the construction of high-rise structures, then it will impede the commercial networks of the inhabitants. Results of various case studies from different parts of the world indicate that the poor, like the inhabitants of Dharavi, rely on social and economic networks which are unsustainable in high-rise structures (Kaufmann 5). Thus a decision to refurbish the existing area will be unfair and unsustainable since it impedes the people’s economic structures.
